Chicago Rep. Delia Ramirez bill aims to reign in DHS power

U.S. Rep. Delia Ramirez (D-Chicago) introduced her "Reimagining Safety Act," which aims to create a new federal department to promote "collective safety" and repeal some powers of the Department of Homeland Security.
