'He might not walk again': Mother of 13-year-old boy shot by Chicago police speaks out

A 13-year-old Chicago boy who was shot as he ran from a stolen car had put up his hands and had no weapon but was shot in the back by a police officer, according to a federal lawsuit filed Wednesday.
