Western states look to keep water flowing

Out west, they are dealing with deep fluctuations in water levels, starting last year with a surplus and finishing with a deficit. Now things are looking a little better, but there is still cause for concern. Fox's Steve Nielsen takes a look at what's being done to keep water flowing, not just this year but for many more.
