Elgin's proposal to charge for bags has been shelved

ELGIN, Ill. - A proposal to charge 10 cents per plastic or paper bag in Elgin has been shelved – for now, at least.

The Elgin City Council bagged the proposal last week after hearing opposition from local grocers.
