Preckwinkle calls for structural change to the Chicago Police Department

Cook County Board President Toni Preckwinkle joined Good Day Chicago on Wednesday to talk about her call for Cook County State's Attorney Anita Alvarez to step down and she says it's not just because of the Laquan McDonald case.
