Mayor Emanuel proposes gun buy-back program

Three people, including a 3-year-old boy, were killed, and at least 18 others have been wounded in shootings across Chicago between Friday night and Monday morning. And now, Mayor Emanuel's office is taking a new step to try and get guns off the streets of Chicago.
