Bill to allow prisoners to vote by mail in ballot | The Chicago Report

Right now--- there's a bill making its way through Springfield, which would give all people in prison the right to vote.  If you're in jail in Illinois, you can vote.  But you can't if you're in prison for a felony, you lose that right. Sen. Collins is here with more.
