Teen takeover discussion | The Chicago Report

Tonight on the Chicago Report, it's been a heated debate for well over a year.  What penalties should youth face for participating in teen takeovers.  Just this week, teens took over parts of Hyde Park.  They left damaged cars and a lot of folks shaken up.
