In a defiant video address, President Volodymyr Zelenskyy recalled the terror unleashed a year ago by the Russian attack, triggering Europe’s biggest and deadliest war since World War II.

Biden condemned the Russian decision to pull back from the treaty, known as New START. The move is expected to have an immediate impact on U.S. visibility into Russian nuclear activities.

Biden dismissed the notion of waning American support for Ukraine during his surprise visit Monday, and reaffirmed on Tuesday the country's dedication to security in Europe.

Putin also said the country would suspend its participation in the New START Treaty, signed by Russia and the U.S. in 2010 in an effort to keep a lid on nuclear weapons expansion.

President Joe Biden’s Monday visit was a gesture of solidarity that comes days before the one-year anniversary of Russia’s invasion of Ukraine.

Until now, the U.S. has resisted providing its own tanks to Ukraine.

Interior Minister Denys Monastyrskyi, who oversaw Ukraine's police and emergency services, is the most senior official to die since Russia invaded.
