How Congress is helping cities with large number of migrants

It's been about a year since migrants arrived in Chicago. More than 6,000 asylum seekers are in temporary housing in the area. There have been reports of abuse and criticism on the lack of emergency response. Rep. Mike Quigley seeks on Congresses plans to support sanctuary cities.
