Property owner's $27k unpaid bill leave Cal City community without water

Dozens of people in a south suburban mobile home park are celebrating an emergency delivery of bottled water. Folks there had been living without running water for the past four days, and now we've learned the water is getting turned back on. But the residents say they've been treated worse than animals.
