Democrat declared winner in Southern California congressional race, beating 15-term incumbent

HUNTINGTON BEACH, CALIFORNIA (Fox 32 News) - On Saturday night, a Democrat was declared the winner in a hotly contested congressional race in Southern California.
Democrat Harley Rouda beat Republican incumbent Dana Rohrabacher for the 48th district seat.
Rouda, 56, deprived Rohrabacher, 71, of what would have been his 16th term in Congress.
