Groups protest Mayor Emanuel's proposed budget

CHICAGO (FOX 32 News) - The Chicago City Council has the chance to listen in on any issues people are having with Mayor Emanuel's proposed budget. 

Some groups - including members of the chicago housing initiative coalition, public housing residents, homeless activists and homeless shelter staff - camped out all night to be the first ones at the hearing.
