Critics argue the system failed in this case - arguing, the judge’s discretion was flawed when Alphanso Talley was released on electronic monitoring despite pending felony charges. Today, cold case files host Lisette Guillen and anti-violence activist Andrew Holmes held a press conference outside Cook County Jail, calling for stricter oversight.
