Congressman Gutierrez on helping the people of Puerto Rico

It's been two months since Hurricane Maria tore through Puerto Rico and many people are still struggling to regain basic services such running water and electricity. Congressman Luis Gutierrez has been perhaps the most vocal advocate in Congress for the people of Puerto Rico.
