Alleged victim of abuse by Lindenhurst cop says he planned on killing officer

A man who claims a veteran Lindenhurst police officer abused him decades ago says at one point he was planning to kill the officer.

Robert Lowry confronted village officials at a board meeting Monday night and now, he's providing FOX 32 News with more details of the alleged abuse.

However, the officer denies the accusations. 

“I am arguably Ralph Goar's first victim,” Lowry said.

Lowry is asking the Lindenhurst Village Board to investigate and discipline Police Officer Ralph Goar, It's the latest chapter, he says, in a painful journey.

“There were points in my life where I was suicidal. And I eventually couldn't take it anymore. And finally I decided to report it and come forward,” Lowry said.

Lowry claims that when he was 14 years old, Goar -- who was not yet a police officer -- sexually abused him when they were both in the Lindenhurst Explorer's program. It continued for a few years, he claims, as Goar became a community service officer.

So why didn't Lowry report it back then? 

“So I didn't realize at the time that I had been abused. I just thought that it was something that was weak of me and I needed to correct about myself,” Lowry said.

Lowry says years later he became so distraught, that he once loaded his car with guns intending to kill Officer Gore. 

“AK-47. 1000 rounds, Glock 23 with 500 rounds,” Lowry said.

He was pulled over for a traffic violation, and never followed through. He says the pain persisted. 

“It destroyed me. It destroyed my mind. My psych. It became something I was obsessed with. This vengeance and this punishment, and this pain,” Lowry said.

Finally, five years ago, he spoke out. Prosecutors investigated, but the state's attorney tells FOX 32 the statute of limitations prevented any prosecution.      

FOX 32: How does that make you feel? 

“Angry. another brick wall. You know? Finally have my opportunity to see justice served. You know, to get my story out. To begin to heal. And again. Another setback,” he said.    

An attorney for Officer Goar tells FOX 32 the officer absolutely denies Lowry's allegations, calling them completely untrue. Attorney Jeremy Harter also says Lowry's claims were investigated by prosecutors and the case was closed.
