The developer of a senior living facility in Rogers Park where three women died on Saturday has repeatedly violated the city’s heat ordinance — the same measure employees apparently cited when they allegedly left the heat on and refused to turn on the air conditioning during last week’s hot spell.

Before Janice Reed was found dead Saturday inside her apartment at a senior living facility in Rogers Park, she spent days complaining to family and friends about the heat inside the building.

“Maybe we need an ordinance telling people that they have to provide AC for their residents,” Ald. Maria Hadden said. "I'm not sure where we're going with that. But we all know climate change is here. It gets hotter sooner. The weather's less predictable and these management companies are going to have to use their common sense to put the life and health of their residents first."

Ald. Maria Hadden said that she had started getting complaints from residents at the James Sneider apartments, 7450 N Rogers, on Thursday. By that time, Chicago had suffered through days of an unseasonable heat wave.
